I don't think crowds and prices would be too much of a problem. Bath is a very popular place for tourism, mainly due to the Roman links. I will lookup some info on sites for you. The most popular I know of in Bath are the Roman Baths, the Abbey, the Georgian streets, Pulteney Bridge.
As for the Cotswolds - I actually live on the edge of the Cotswolds (about 20 miles away from Bristol) and all I can think of to see there are some very quaint villages. Bibury is very popular (I drive through it twice a week to work and back), it's about 10 miles from Cirencester (towards Burford). Cirencester also has some Roman sites - I can't remember the original meaning of the name but has some Roman significance.

From Bath, you can go along the A46 towards Stroud then there's another road (I'll find out which) towards Tetbury (Prince Charles lives along that road), then from Tetbury to Cirencester and then to Cheltenham/Gloucester. You can tour the Cotswolds from most of those places.

Give me a couple of days and I will gather some more info for you.
