I have a fix price that the client has to pay to obtain the source code of the framework. But, this is optional. However, if he does not buy the source code of the framework, even if he has the source code I have developped specifically for the project, he won't be able to maintain the current application without the source code of the framework.

It is included in the agreement. All specific source code developped for that project belongs to them but not the framework.

The way I have setted it up is that all the classes and the documentation related to them are not delivered to the client if he does not want to obtain the framework.

I always spend a few minutes explaining to them why us, consultants, need to work on a framework and why we have to charge an additional cost if the client want to get the source code for it.
