From our Network Administrator:

Try this, first:

Right-click My Computer on the desktop, and then click Properties.

On the Performance tab, click Graphics.

Move the Hardware Acceleration slider to None.

Click OK, and then click OK again.

Click Yes when you are prompted to restart your computer.

Microsoft's Knowledge Base only lists about 10 problems related to Internet Explorer and having problems when scrolling down a page, which causes the text to become unreadable. Only a few of their solutions would probably apply in this case.

Updating the video drivers may help, too. But until I can download the latest ones, try the solution above.

WORKAROUND
To work around this issue, use Internet Explorer 4.01 Service Pack 2 in Windows 95.

STATUS
Microsoft has confirmed this to be a problem in Windows 95.

This solution seems to fix my problem, though I haven't ran MSDN yet, only IE.
