I know that I can restrict access to files thru NT or Netware file security, but that prevents the application from accessing the files as well. Thanks in advance for any suggestions.

Real security will have to be done through a backend database, but a quick and dirty way is to limit filescan rights to the directory. The users can access the files, they just can't see them.
