Hmm, I've yet to see an official MSFT announcement that it is available.

The link provided on the Universal Thread led to the beta [see the license agreement when you run the setup exe and the readme file which the setup program downloads]. This link was originally posted on www.betanews.com, where they later announced that this was still the beta.
