I don't believe it works that way. The Internet Connector is only valid for users other than employees, contractors and suppliers. You cannot opt to use it *in place* of CALs, even if the users are not authenticated when they are hitting your site.
This is based on my reading of the license. You may want to verify this with Microsoft before you buy anything.
Also, I noticed in this thread some references to SQL Server *Enterprise*. I'm not sure if you were planning this for NT Server Enterprise or not, but if not the Internet Connector license can be also be used with regular (non-Enterprise) SQL Server.
An aside topic: I am also configuring a server at the moment fur purchase. It is interesting to consider, given limited funds, the trade-offs between more memory vs. an additional processor. The latter has a "hidden" cost when using the Internet Connector license, in that it triggers an additional $2,999 in licensing costs (actually the "street" price is in the $2,7xx range).
