If you want to do this in one pass, you'd have to structure your report somehow to always print every second page as your standard text.
Instead, you might consider pre-printing one side with the standard message, then using that as special "paper stock" for report printing. You would then be printing your reports as standard single-sided print jobs, on the other side of the paper.
Throughput on most duplex-capable printers is significantly higher in one-sided printing than duplexed.
