The Adobe Acrobat which makes the PDF files looks like a printer driver to other programs. After it's installed you simply print to the Adobe "printer" and it makes the PDF file. You can buy it at www.Adobe.com. The reader, however, is free.

If the customer has Excel installed on their machine you can simply attach the Excel document and mail that.
