According to the documentation, snapshot replication sends all the data to the subscriber. Does that mean the entire table is sent, or just those rows since the last snapshot?

Snapshot replication sends the entire table to the subscriber. It knows nothing about differentials - that's the position that Transactional replication takes.

Could you describe the situation where you want to use replication? Maybe some input from the members here would help.
