About your problem:
When you say 'THIS.currentrow' I assume you are talking about 'THIS.activerow' which is a property of the grid control. If this is the case, then in the AfterRowColChange event the ACTIVEROW will have changed from the row you were working on to the new row you are on now. I still think that in the BeforeRowColChange event you store either the RECNO or the ACTIVEROW into a variable that you can use to compare with in the ARCC event. Also take a look at what Mike H. had to say. I didn't have much time to consider it. But it looks like he's on to something.
