For the administrator, he may want to login as another user to ensure their access rights have been set up properly, but this is easily accomplished by exiting and restarting. For the average user of the application, they will always sign in only once with their own login. Is there some other benefit that I am missing?

Well, you're probably right: this functionality won't make or break an application. It will save time if a user is in the middle of performing some operation and discovers that he/she has insufficient rights and doesn't want to shutdown the app. A supervisor could login and finish the operation or assign more rights.
