Hi John,
As Ed mentioned, your problem appears to be the CLOSE ALL at the top of your procedure. I notice you do a CLOSE ALL at the bottom of the procedure as well. You're solution could be as easy as removing the top CLOSE ALL, assuming HIST was opened prior to this procedure. Or insert a USE HIST IN 0 prior to opening the PAY table.
