Answering my own question -- when using the setup wizard and selecting ODBC drivers check box, I needed to leave at least 1 non "(Win32s Only)" item selected from the list of all the ODBC driver datasources. This was true even though I was going to install this application in Win 3.1 computers only. Must be an "undocumented feature."
