Michael, tell your friend to offer a 'freebie' to a non-profit organization he approves of. He can ask the people running it to refer him to their friends, relatives, corporate sponsors, etc.
When their program is running, try selling it to similar groups.
Most of all, tell EVERYONE you meet that you're looking for business. I got a job from the guy next to us at a sushi bar once, because I overheard his conversation with a friend. After discussing soft shelled crabs, I did the "I couldn't help overhearing....." line and offered my card. 3 months later, I had a new contract.
