You can check the registry for the presence of the WSH ProgIDs, and if they're not there, install the WSH. You are allowed to distribute it- you can get the distributable file from http://msdn.microsoft.com/isapi/gomscom.asp?TARGET=/msdownload/vbscript/scripting.asp.
