RDS is MDAC. And as such, it all needs to be on the server. RDS interacts
with IIS - and is a bitch to setup. But, once it is setup - it works like a
charm... If your WAN is not running on the Internet - you can use straight
ADO and TCP/IP.

You are only getting access to the SQL Server data - and that has its own
security...
