Ellen,
Is there a problem simply setting the height of the footer to 2" and putting the text at the top of the footer? This, of course, assumes you can set your printer to print a 7" length. Check the thread earlier today (2 Problems...) in the Reports & Report Designer section for some ideas about resetting paper length.
