I'd forgotten about that.... although when I try it on an open DBF with either an FLOCK or RLOCK no locks are reported....
I think the lock information displayed by Winfile and the System tools is the same given by the NetFileEnum NETAPI32 function.... But this again does not show FLOCKs or RLOCKS. There is a demo of this function in the API FAQ
