I know that both SP3 and SP4 has all the needed files; there's a set of updated HTML Help files for VFP6 for download at
http://msdn.microsoft.com/vfoxpro/downloads/updates.asp. The entry for the Setup Wizard updates reads:
Visual FoxPro 6.0 Setup Wizard - Updated 1/12/99
