I know that both SP3 and SP4 has all the needed files; there's a set of updated HTML Help files for VFP6 for download at http://msdn.microsoft.com/vfoxpro/downloads/updates.asp. The entry for the Setup Wizard updates reads:
Visual FoxPro 6.0 Setup Wizard - Updated 1/12/99
You do not need to download Setup Wizard if you have downloaded Service Pack 3. This product download contains updated Visual FoxPro 6.0 Setup Wizard files to address several reported customer issues. This version of the Setup Wizard is only for use with Visual FoxPro 6.0. For installation instructions and details on issues addressed, consult the the Visual FoxPro 6.0 Setup Wizard Update readme
