Hmmm... then it is vfp. I'm not in my office now, but I think there is a setting in vfp's report designer for the page margins. Have you tried that?

Another possibility would be to play with the page size; perhaps if you sized the page in vfp a bit larger than it really is, you could accomplish a full bleed.
