That's not really necessary. You can put the runtime on the server in the app directory and it'll work from there.
However, I do agree on the merits of having a small EXE file - I miss those days, but it's going to get worse before it gets better. If you build Delphi COM components you have to also distributed a (small) runtime at least you used to have to.
