Sometimes one thread leads to the answer in another. The thread regarding resolving the location of a DLL lead to the following information regarding the components used by the WSH:

WScript.Shell - WSHOM.OCX
Scripting.FileSystemObject - SCRRUN.DLL
VBScript.RegExp - VBSCRIPT.DLL
WScript.Network - WSHOM.OCX
Scripting.Dictionary - SCRRUN.DLL

It appears from this that neither of the exes are required.
