I am having maybe the same problem with opening the Queue

oSendQueue = oQueueInfo.Open(MQ_SEND_ACCESS, MQ_DENY_NONE)

gets me :

Message Queue Services is not available... error

My pathname is:
oQueueInfo.pathname = "DIRECT=TCP:192.168.151.7/"+lcQueueName

What are the other stuff that you tried to get it to work.
