Just connecting via telnet is easy. Make sure the telnet service is active on the Linux box and run "telnet " Log in and you've got the linux command line.

remotely running X programs is a bit different. You'd need an X client for windows. Check infoseek for that. Linux to Linux, you set the display to:
DISPLAY=0:0
or something like that. Check out computing.net linux section.
