WHY is the keyboard manager needed, and what does it do to other applications the user is running?

Perhaps you need a more sophisticated solution so users don't have problems if you flip the keyboard with multiple windows open!

Are all users bilingual ? If so, a messagebox with warnings might be the solution, if the reply is in the right mode, no action is needed.
