Have you verified that this NetBIOS name is actually resolvable from DCOM host machine? Have you tried the IP address instead?

If it's not a name resolution issue, then it is a permissions issue. When you set up the server with DCOMCNFG on te server box, you told it what account to run under (the interactive account, the calling account, or some other account). However you set this up, you need to verify that that account has access to the remote directory/file...
