Evan's right. The local password (stored in the .PWL file) is only for the local machine. On a Win 98 box it's ludicrous to have IMO.
I always make mine blank. Then, should you change your network password this doesn't get goofed up. Different versions of Windows act differently with respect to passwords and they are a royal pain to keep synchronized.
Just keep the really important stuff on a secure network.
