Then make sure any paths that reference other INCLUDE files, if any, are correct. Also, these constant files have to be available [in the VFP search path] when a form, class, app, exe, database, is compiled.

When you modify a form or class, you can click on that respective item on the menu [Form or Class]. Then select Include. Make sure the path to the constant's file is correct.

Last, but not least, make sure the constant is actually defined in the constants file.
