Had the same error message on a Win95 machine a few weeks ago, can't remember precisely what corrected the problem...

After correcting the pwl files (KB article Q178084), try the NIC adaptor settings, if any are available. I have 10-100 "Auto sense" cards which I actually have to set for the correct network speed or I get problems.
