Does it have to be VFP free tables? They are probably not optimum for free text retrieval, and that requirement is likely to severely restrict your options.
If you could relax that restriction, you could look at Web query engines such as AltaVista or even Microsoft Index Server. Other engines (Inktomi, Google?) may have commercial versions available as well.
