I'm (unfortunately) writing things like that for six good years in Fox (two more years I had to revert to Pascal, Mfoxplus had no LL functions). That's what we call "the creative work of data conversion". The nicest one I've ever done was an EBCDIC file converted to ASCII on the mainframe, but unfortunately it converted the numerics too, so I had to write a ascii-back-to-ebcdic conversion so I was able to unpack the numbers. Later it came out that most of the data were bad in the original version - stale credits (90% paid off), wrong codes, mistypings. Finally we dropped it all and had the girls retype from papers. They did it in two days, and the whole thing took me three. Experiences like that made me write "Conversion rules" for my programmers. Rule #1: avoid conversion if possible. #2: have sense of proportion.
