It should be under Tools...Wizards...Upsizing.

The only caveat is that it is available only in the Professional Edition, not the
Standard Edition. Maybe this is an issue here.

If you have the Standard Edition, you should definitely upgrade to the
Professional Edition to get this functionality. I've upsized a couple myself
just to see whether it works. It works, but there are areas where caution
must be exercised when it comes to stored procedures and referential
integrity issues.
