You say that:

FPD query is fast
VFP, command window query is fast (like the FPD)
VFP app query is slow

Remember that the SET commands are scoped to the datasession so the SET commands that you usually have ON/OFF (in the FPD, in the VFP command window) may not be whay you have when the query runs from within the app.
