Look for another cause. ;-) With Debug informatin included, I've had VMP EXEs larger than 14MB (5MB without).

To test, create an EXE with only the code needed to run the report. This should be less than 100K depending on what's included. Run the new EXE the exact way you are doing it with large one and see if the problem still exists.
