It been a while but it has something to do with the foxuser.dbf. Make sure in the Tools:Options:File Locations under resource file you have a path to the foxuser.dbf. Set up your toolbars where you want them and then, in the command window type Set Resource To. This will save your toolbar layout. I hope this works.
