Hello.

Often, this error appears after building executables on disk D:, then move exe in C: on a computer wich don't have disk D. Reason is the .fxp file associated with each .prg.

If you have source code, delete all .FXP files, open project and rebuild. Make sure this operation is done in C:. Also, make sure your resource file exist BEFORE line SET RESOURCE TO... (btw, why do you need a SET RESOURCE TO command? do you have two resource files?)
