I got this response from Ed Rauh to a related problem:

"Check the registry key HKEY_CLASSES_ROOT\.bmp - it's probably not there, or the OLE Server associated with it is not present."

You would need to check the registry for whatever picture format you happen to be using (bmp, jpg, gif ...).

In Win98 I run REGEDIT and edit the default for .BMP to read "Paint.Picture". I still don't know how I can check this registry value and modify it via program. I get nervous asking users to edit the registry.
