Larry's suggestion about the Foxtouch function is fine for modifying the last modification date and time. It also has a bug (you have to adjust for UTC time) that I've documented (I think) in the Extended Foxtools Help file.
If you want to modify the creation date/time stamp, I've another file here (Windows Time under Win32 and Other APIs) that'll allow you to modify any of a file's three date time stamps.
