References in the .H file are resolved at compilation of the individual modules; the code being executed by the VFP runtime is compiled into a pseudocode format which has resolved constant references at the time the p-code creation takes place; when the code is executing, the .H definitions aren't present.

Yes, the .H files should be included in the project, and if more than one set of definitions is used, preventing you from setting the _INCLUDE development variable to reference the header files, they should be explicitly #DEFINEd or #INCLUDEd in each module that needs them.
