Pardon me for asking but what's woring with generating scripts and running them to create your tables, etc.

In the Enterprise Manager, it's as easy as highlighting the Database itself and slecting Generate SQL Scripts from the menu. You can select tables, SPs, views (if you have them), etc. and no data will be generated.
