I have come across a situation that is "challenging my understanding of how DBC's work." Does anybody have an explanation for the following behavior?

I have a project directory. In a subdirectory called DATA, I create a dbc with only Foxpro tables. In another subdirectory of project, called LVIEWS, I create a dbc with only views based on the table dbc in the subdirectory DATA.

From the project directory, I open the views dbc in LVIEWS and USE one of the views. VFP cannot locate the tables on which the views are based. VFP expects the the tables to be in project rather that project\data. I thought VFP should know where the tables that the views are based are. Any clues?
