The answer hasn't changed miraculously; you'll need to use MAPI to do this (see Nigel Coates' MAPIMail class) - the ShellExecute() launch of mailto: doesn't handle file attachments.
You're far better off having the client invest in a copy of Outlook if MAPI automation isn't sufficient to your needs, or investigate direct use of SMTP through something like wwIPStuff. Or buy a third-party control that will provide some wrapper functionality on MAPI like IDSMail.
