We have been using PHDbase.v50 in VFP6 for a few years. It doesn't sound like your doing anything differently than we do.

In our startup code we issue:
SET LIBRARY TO phdbase.v50 ADDITIVE

We then use our tables as normal using APPEND FROM, INSERT INTO or REPLACE commands in our forms. We do compile everything into an EXE and distribute the EXE over our network. Our EXE updates the PHD index without any additional code.

In our EXE directory, we supply the phdbase.bmp, phdbase.msg, phdbase.v50.
