Yep - the odds are that the Administrator account had privileges to the remote shares, and may even have had default drive mappings established. Even if running in IIS, if IIS can impersonate Administrator successfully, it has the access rights of the Administrator account.
Rick Strahl's book from hentzenwerke is probably the best source on the subject at the moment from a VFP standpoint.
