You don't need Active Document at all - simply create a share accessible across a TCP/IP connection, and either associate the TCP/IP address with a NetBIOS name, or if the clients are running NT/2K, use a UNC in the form \\
IP address\sharename to access the remote file. Under Win9x, you can create an entry using the LMHOSTS file to map an arbitrary IP address to a NetBIOS name for use in a UNC. You can use Windows authentication for access to the file via the share. Rick Strahl's book on Internet applications discusses this and a great deal more - it's well worth picking up.
