The odds are that the .FRX in question was created under a different version of VFP, so the DBF header format used is an older format; the header format would only be changed if the file's structure changed, or if it were copied using a different version. You can see the same effect; create a report under VFP6, and then try:
CREATE REPORT blah
USE blah.FRX
COPY TO woof.FRX TYPE FOX2X
