The NT Server is severely underpowered; I'd go to at least 128MB or 256MB RAM unless the motherboard is based on a 430FX or 430TX chipset, in which case, I'd scrap the board entirely. If the board is based on the 430HX processor, the odds are that you can upgrade the CPU to at least a 200MHz CPU, and if the board will accept a second TAG SRAM, the cache can be doubled in size, and the board will be able to support up to 512MB of RAM, caching the full range of RAM if the SIMM sockets allow for such. At a minimum, you should be able to get a 120MHz-150MHz Pentium Classic processor for the motherboard (there may be issues with really old boards and the MMX chip) but if they really cheaped out on FPM rather than EDO memory, you may need to replace the system RAM as well.

Given that a Celeron motherboard with 128MB RAM in the 400-500MHz range would cost very little - that's below current entry-level desktop system specs - I'd look into retiring the motherboard. You can but a 600MHz PIII with 64-128MB RAM, drive, modem - essentially everything but monitor - for well under $700, and this will make a tremendous difference in server performance. Thatr P90 is a disaster waiting to happen - the odds are that if the board goes, you're in for a new machine in any case, since AT form-factor motherboards are scarce, having been superceded by ATX form factor, the BIOS is tremendously out of date and likely is unable to take full advantage of faster current hard drives and NICs, doesn't support PnP, and is below the standard acceptable for a base Win2K install, or even for ME!
