Unfortunately, this is the current range for salaried VFP Programmers/Analysts and also happens to be the reason why these positions are not being currently filled in Southern California. Eventually, the law of supply & demand will prevail.
Hourly rates for contractors are another story. And there
are good government contractor contracts - I know, I have one.
One problem is that there are not enough
experienced VFP programmers. Another problem is that there are are not enough
experienced IT Managers that know how to deal with an experienced VFP Programmer/Analyst - they opt to pay less for those with less experience, that is to those who develop from specs with limited envolvement with design. But this is true wherever you go - not just Southern Cal.
