http://support.microsoft.com/support/kb/articles/Q235/4/20.ASPI can't find it either, though a month ago a search on "Visual Basic SP3" and an OS on Windows98 brought it up. I'm not sure what's going on at this point with that page -- you would think that the more complicated KB link would be the one that would become outdated more quickly....
