They are going to be setting up the app for multiple projects, and it will reside on the server. Each project will have it's own configuration settings, directory paths, project name, etc., and the simplest way to modifiy them would be through a .ini file...straight-forward, simple text.

The help file entry I sent you is for accessing .ini files, not the registry. That API call is the STANDARD way of reading .ini files on Windows operating systems.
